Request for Proposals for Title III E Family Caregiver Support Program Services

The County of Orange Office on Aging is releasing a Request for Proposals (RFP) seeking proposals from qualified applicants to provide Family Caregiver Support Program Services in Orange County, beginning in FY 2017-18. The Office on Aging is located at 1300 S. Grand Ave, Building B, Santa Ana, CA 92705; phone (714) 480-6450. The County receives funds from the Older Americans Act Title III E Family Caregiver Support Program (FCSP) for services to Orange County residents who are caregivers of older adults. FCSP services include information services, access assistance, support services, respite, and supplemental services.

The Office on Aging has an estimated $743,000 available for contracted FCSP services in FY 2017-18, contingent on availability of federal funds.

Senior Non-Emergency Medical Transportation

Effective February 1, 2017, the County of Orange OC Community Resources is releasing a request for proposals (RFP) from qualified applicants to provide Senior Non-Emergency Medical Transportation (SNEMT) services Orange County older adults.

The purpose of this solicitation is to provide for a coordinated community-based system of non-emergency medical transportation for older adults by utilizing cars, vans, mini-buses, or other appropriate vehicles on a cost per-mile basis. Successful proposers will offer both door-to-door and curb-to-curb services and ensure that non-ambulatory accessible vehicles are available upon request. Service delivery shall be based upon the needs of the individuals served, and each selected provider will provide the greatest number of annual trips possible within their geographic Service Area by utilizing a community-based vehicle dispatch model with a cost per mile reimbursement.

Subject to the provisions of this solicitation as outlined in the RFP and contingent on availability of funds, OoA may award contracts to up to three responsible parties determined to be most responsive to the requirements of the RFP. Total funds available for this program are estimated to be $4,311,201 for FY 2017-18, divided between the three Service Areas of Orange County: North, South, and Central/West. Any private non-profit, public, or for-profit agency which meets the requirements described in the RFP may apply. There is no guarantee of future funding.
