Family Caregiver Support Program

The November 2000 amendments to the Older Americans Act (OAA) of 1965 created Title III E, the National Family Caregiver Support Program (FCSP). The FCSP was established to provide a range of support services to qualified caregivers who are the primary, informal providers of in-home and community care to a frail elderly person or functionally impaired adult.

The program contains five support services:

  • Information to caregivers about available services
  • Assistance to caregivers in gaining access to services
  • Individual counseling, organization of support groups, and caregiver training to assist the caregiver in making decisions and solving problems relating to their caregiving roles
  • Respite care to enable caregivers to be temporarily relieved from their caregiving responsibilities
  • Supplemental services, on a limited basis, to complement the care provided by caregivers
