The County’s priority initiatives align with CA’s MPA’s Five Bold Goals. The priority initiatives are supported by data sources which include the voices of the community captured through the OC Older Adults Needs Assessment.

In addition, priority initiatives were developed based on a gap analysis which included a comprehensive review of the County’s programs and services specifically for older adults. This Inventory, detailing current County programs and services as of Spring 2025, was categorized according to the strategies identified within each of California’s Five Bold Goals. The Older Adult County Programs and Services Inventory is included on the appendix page.
Each of the three priority initiatives include multiple state goals and presents valuable opportunities to enhance services, strengthen resources, and address the most pressing needs of older adults within OC. These priority initiatives are expected to evolve over time in response to stakeholder feedback and population considerations, including cultural competency practices, and other emerging needs and challenges.
